DVS 2024 – Upcoming Changes

From October 2024, the Direct Vision Standard is getting a revamp. This affects all HGV's over 12 tonnes aiming to tread the roads of Greater London from 28 October 2024. They'll either need at least a three-star rating or the installation of a Progressive Safe System (PSS). The star rating is determined by the vehicle manufacturer. As a fleet operator or transport manager, we know that clarity and foresight are essential. Any vehicles that are rated as 0, 1 or 2 star will require a new PSS fitted to their vehicles. So, What Are These Changes Exactly

TfL have not specified the technology to be used but have used the term sensor that can mean either Artificial Intelligence (AI) Cameras or Radar Sensors, providing they satisfy the specification published by TFL in September 2023. The key to the sensors used are that they must distinguish between dynamic moving objects and static roadside furniture such as bus stops.

  • MOIS (Moving Off Information Systems): This is a setup designed to detect and alert the vehicle driver when a Vulnerable Road User (VRU) is in close proximity to the front of the vehicle. MOIS sensors need to be positioned at the front of the vehicle. The aim is to effectively minimise the risks related to the frontal blind spot when the vehicle sets off."
  • BSIS (Blind Spot Information Systems): Another crucial element, the BSIS helps drivers keep tabs on VRU's such as pedestrians and cyclists in those tricky blind spots on the nearside of the vehicle. They're designed to do the job effectively. Not only spotting VRU's but alerting drivers in good time.
  • CMS (Camera Monitoring Systems): If Radar is used as the BSIS sensor technology, a CMS must be mounted in addition to provide video information down the near side blind spots visible to the driver. If an AI camera system solution is used, then the BSIS assuming, a camera with a wide-angle field of view, will satisfy the CMS requirement.

Solutions to Meet the Upcoming Changes

RS Connect have an array of solutions that will align greatly with the impending changes. We know that solutions that comply with UNCE 151 and UNCE 159 will meet the new Direct Vision Standard 2024. In the absence of R151 and R159 compliance the systems must comply with TfL specification published in September 2023

AI cameras will satisfy the specification as they are able to differentiate between moving entities and static ones like road signs, reducing false alarms.

Radar is another technology that can be used, but if a VRU is stationary, the system would not necessarily detect the presence of a VRU.

Process to apply for a permit

Visit the TfL site https://tfl.gov.uk/modes/driving/dvs-safety-permit-application/ and make your permit application. The portal for the new PSS system application will be open from 24th June 2024. Prior to that date, applications can be made, but will expire on the 27th October 2024. You will therefore need to re-apply for a new permit from the 24th June 2024. Photographs are required together with self-certification regarding system compliance and correct operation of the system confirming all system components are working correctly. Statements from the manufacturer and the installer are paramount when making a PSS permit application.

Penalties for non-compliance

The Greater London area is ringed with ANPR cameras that monitor vehicles going in and out of the Greater London Area. If a vehicle over 12 tonnes is caught without a permit the Fleet operator is fined £550 and the driver is fined £130.
